Meeting Report (Detailed minutes to follow)

On Thursday December 13, 2001 at 7:00 PM, the KPFT Interim Local Advisory Board (I-LAB) held a public meeting at Leisure Learning Unlimited, 2990 Richmond Rd, Houston.

Meeting was convened at 7:10P and attended by 16 members of the newly election I-LAB as well as some KPFT programmers and listeners.

Deb Shafto was elected as Chair.
Mary Ann Martinez was elected as Vice-Chair.
Dan Jones was elected as Secretary.

The format of this and future I-LAB meetings was set as:
i) Opening session with entire board.
ii) Break for subcommittee meetings- Programming/Outreach & Elections/Goverance, with full participation of attending community members.
iii) Meeting wrap-up with entire I-LAB, with report on subcommittees and action agenda.

The Programming/Outreach subcommittee began its work with a review of the Pacifica mission statement. They developed a plan to begin outreach and developing community contacts based on specific goals of the mission. Stan Merriman presented his plan for a programming council.

The Elections/Governance subcommittee focussed on two actions:
1. Communicating with members of national board (in the next week) on the importance of accepting Teresa Allen's election by the I-LAB and its Chair as the KPFT LAB representative to the transitional PNB. This action was necessitated by the long-standing lack of compliance with either federal law or Pacifica Foundlation by-lawsof the Darrow KPFT LAB.The concerned listeners of KPFT assert that the Darrow LAB is not duly constituted and as such Susan Darrow does not meet the criteria outlined in the Pacifica settlement as a Chair capable of selecting a PNB representative.

2. Working with the tPNB on beginning to establish an election process for a permanent KPFT LAB. The overall process (as accomplished by KPFA) was outlined and it was decided that the initial steps for KPFT will involved access to the air to explain the changes that have occurred in Pacifica and the reasons for the upcoming LAB elections. This will be followed by securing access to both the old and current subscriber lists of KPFT for informational mailings and solicitation of candidates.

The discussion in the subcomittees were summarized for the group and the meeting was adjourned at 9:10PM. A tentative date was set for January 10th at 7P as the next I-LAB general meeting.
